Tips for R-71 trackers--don't think we'll use this...
We know that many of you are tracking the signature check for Referendum 71 on the Elections Division R-71 webpage http://wei.sos.wa.gov/osos/en/initiativesReferenda/Pages/R-71SignatureStats.aspx . You should know that the reporting of the "error rate" has been changed today to reflect the fact that some of the previously rejected signatures are later reversed by a master-checker. Some signatures are a "close call" that needs a supervisor's scrutiny. Not all voters sign their names in identical fashion at all times. After investigation, a certain number of these initially rejected signatures are determined to be valid, which means the error rate can drop. The signature-verification is described by election workers as a highly dynamic process. The daily snapshots are valid for that day, but a better measure is the cumulative number that takes into account the subsequent process that occurs -- counties responding to a request for the voter's electronic signature, and master checkers reversing the checkers' rejection of signatures. The latter category alone has taken 409 signatures from the previously reported reject pile and added to the "accepted" number. The "signatures currently rejected" at the top half of the webpage reflects the cumulative signatures rejected after investigation of all "close calls" by a supervisor.
