Volume 12, October 20, 2016 for the WSL Updates mailing list Topics include: 1) NEW PUBLIC LIBRARY TRUSTEE TRAINING GRANTS 2) APPLY FOR A POSITION ON THE LIBRARY COUNCIL OF WASHINGTON 3) ACCEPTING APPLICATIONS FOR MICROSOFT IMAGINE ACADEMY 2016-2017 GRANTS 4) WSL COLLECTIONS FROM PROQUEST 5) MARK THOSE CALENDARS – TEMPUS FUGIT 6) FREE CE OPPORTUNITIES NEXT WEEK --------------------------------------------------------------------------------------------------------------- 1) NEW PUBLIC LIBRARY TRUSTEE TRAINING GRANTS Washington State Library (WSL) is adding a component to the Professional Development grants for public library board of trustees training. This will allow public libraries to hire trainers or facilitators to conduct trustee training. These grants will support training to address the board’s needs conveniently at their local venues and on their schedules. WSL has budgeted $15,000 for the initial pilot project for these grants.   • Working together as a board including board self-evaluation
  • Understanding the library’s budget and budget cycle
  • Taxation or levy lid lifts – law and process
  • Annexation – law and process
  • Working with and evaluating the library director
  • Parliamentary procedure
  • Working with media, serving as a spokesperson for the board, public speaking
WSL will give preference to cooperative, multi-library board projects. For example, two library boards from different libraries could share training. In this case, the application would come from the sponsoring library, the match requirement would be made by the sponsoring library, and the grant reimbursement would go to that library. Libraries can arrange to share costs between (among) themselves if desired.
  • These grants do not fund individual trustee training; the intent is for trustees to train together as a board.
  • The board must be the legally constituted board of a Washington public library established as per the Revised Code of Washington.
  • Training could be part of a regular board meeting or a workshop session.
  • These grants are not for training of Friends of the Libraries Boards or library foundation boards. Such training is outside of the purposes of the Library Services and Technology Act (LSTA) as defined by Institute of Museum and Library Services (IMLS).
These grants are subject to the same rules as other Professional Development grants:
  • The library applies and is reimbursed; not individuals.
  • There is a maximum amount awarded per library per calendar year: $3,000.
  • The applicant library is required to provide a 25% match for the allowable costs, which can be waived if the library serves a population of less than 5,000.

The positions are designed to represent these three different library constituencies in the state:
  • Academic Libraries – Two-Year Colleges
  • Special Libraries – Non-corporate
  • Public Libraries under 100,000
The Library Council of Washington advises the State Librarian and the Office of the Secretary of State on statewide library issues and the expenditure of federal LSTA funding.
  • Applications must be postmarked by Friday, October 21, 2016.
Members are chosen for a three-year term. A second three-year term is possible. The first three-year term for these positions will begin in January 2017. The first in-person meeting will be March 2017. Organizations that are Microsoft Imagine Academy program members under State Library funding may apply for up to $4,500 per library system for equipment purchased by the State Library, and/or the funds to purchase equipment of the applicant library’s choice. Funding for materials, promotional activities, and other activities which support project goals also may be requested.
  • Grants are accepted continuously and will be reviewed every two weeks and awarded as long as funding is available.

Included are over 6,000 magazines, periodicals, scholarly journals, newspapers, and more, covering all subject areas, and aimed at a wide range of audiences, including K-12, academic, and public libraries and their users. Access is provided through the state’s libraries, which also pay a share of the cost.
