For colleges and universities, all CIS Universe Web Services are available for unlimited student and faculty use. For public libraries, the service allows unlimited use within the library building. For secondary schools, Lexis-Nexis Scholastic Universe allows unlimited student and faculty use.

For those who subscribe to other CIS web products you will now be able to link back and forth between those products seamlessly, as well as conduct suggested searches within the suite.

CIS Congressional Universe

No other database, Web-based or otherwise, covers congressional information as comprehensively as the CIS Congressional Universe service. The reliable indexing and abstracting of the CIS/Index to Publications of the U.S. Congress from 1970 forward sets CIS Congressional Universe apart from other services. But the service is far more than the CIS/Index on the web. It provides a seamless link to the full range of legislative and public policy full-text resources, including:

CIS Statistical Universe

CIS Statistical Universe provides the most comprehensive and user-friendly access to statistical data on the Web today.

Target Audience:
Users with limited online experience and no familiarity with government or statistical documents can use CIS Statistical Universe independently and productively from the start. More experienced researchers can use powerful Boolean search logic or perform precision searching by access the controlled subject vocabulary of the CIS indexes.

Update Schedule:
Links to government Web sites are validated daily, so there are no dead ends. Indexing and abstracting updated monthly.

Federal Service

Federal Service Research Collection-ASI (American Statistics Index) with Links to Full-Text

- The full text of over 800 U.S. government statistical publications from 1995 to 1997;
- Starting in 1998, monthly updates that add up to 650 full-text statistical publications each year, totaling 15% of ASI coverage;
- Full text of the Statistical Abstract of the United States;
- ASI abstract/index data for more than 5,000 federal statistical publications per year from 1973 to the present;
- Links from CIS abstract/index records to full-text documents on government Web sites (verified daily)

Federal Service Essential Reference Collection:

- All of the above, except the complete ASI abstracts and indexes back to 1973.

Federal Service Full-Text Supplemental Modules:

- All subscribers can expand their access to full-text titles by choosing optional add-on modules that reflect their institution's concentrations.  The purchase of all the Federal Service modules gives libraries subscribing to the Research Collection some 60% of the full texts of documents covered by current ASI abstract and index records.

International Service - IIS (Index to International Statistics)

CIS State Capital Universe

Search for information about one state, any combination of states, or all 50 states -- all from a single, comprehensive Web source. Information includes bills and laws, constitutions, proposed and enacted regulations, legislature membership, and newspapers of record.

Abstracts from the Martindale-Hubbell State Law Digest, as well as public policy analysis from State Capitol Journal and the NCSL Legisbrief published by the National Conference of State Legislatures.

CIS History Universe: Access to African-American Studies

This new, Web-based research service in the CIS History Universe suite provides information compiled by well-known experts for the study of African American History. This 100% full-text database will continue to grow with quarterly updates of new material.

LEXIS-NEXIS Scholastic Universe ...  Combining the world class LEXIS-NEXIS search engine with the simplicity of a web interface, LEXIS-NEXIS Scholastic Universe gives high school and community college students access to modules on News, Legal Research, Legislation and Statistics. The new Web service is the 'younger sibling' of the popular and widely distributed LEXIS-NEXIS Academic Universe, now used by over five million students at more than  900 colleges and universities in the U.S.

Notes on above prices:

The prices listed for public libraries are the same for every public library regardless of size of population served.

"State libraries" means the state library.  Other governmental libraries work with a Lexis-Nexis government sales representative.  Contact Lexis-Nexis (see #11) to be put in touch with the representative.

10. What is the minimum participation level (however you care to define it) that would be needed to allow participating libraries to receive a discount? What is the minimum discount for a group buy? Please clarify how you would treat existing library customers with regard to a group buy

In order to offer a group discount, we need to have a consortium administrator designated. CIS will send one bill to the administrator, who then bills the participating libraries. We offer discounts based on the number of participating libraries.
