Meet the Productivity Board

Productivity Board Members

 

Board members include agency heads from the Office of Financial Management and the Department of Enterprise Services, and members appointed by the Lieutenant Governor, House Speaker, and Secretary of State’s Office.  Appointed members include civil service employees, higher education employees, bargaining unit representatives, and a number of members are chosen for their experience administering employee incentives. Secretary Steve Hobbs is the Chairperson of the Board.

Shad Bell

Shad Bell is the Assistant Director of Operations and Communications for the Washington State Board of Nursing. Shad plays a pivotal role in the efficient functioning of the board and in facilitating effective communication strategies.

With a career in the public sector spanning over a decade, Shad has been an instrumental figure in the dynamic landscape of Washington State. Originating from a foundation in the Productivity Board as a Program Coordinator, Shad witnessed firsthand the unwavering dedication of the state workforce to streamline government operations. This decade-long transition from the Productivity Board to the Board of Nursing reflects Shad’s commitment to contributing to critical sectors of public service.

A proud alumnus of Western Washington University, Shad earned a Bachelor of Science in Public Administration, which laid the groundwork for a career marked by a deep commitment to public service. Having spent nearly five decades in Washington State, Shad possesses an intrinsic understanding of the local culture, community, and the unique challenges and opportunities that shape the Evergreen State.

Beyond Shad’s professional endeavors, Shad is a nature lover and enjoys the outdoors, camping, hiking, and road trips.

Amanda Doyle

Amanda Doyle has been working in federal and state government roles for over 20 years. She joined Washington state government and Office of the Secretary of State in January 2023 as the Chief of Staff, where she oversees office-wide support divisions, to include the Operations, Information Technology, External Affairs, and Legislative & Policy Divisions. 

Serving in various leadership positions in the U.S. Army and the Washington National Guard for the past 20+ years, Amanda brings a wealth of small team leadership, organizational leadership, and staff management to her role in OSOS, as well as with the Washington State Productivity Board. 

Amanda earned a Bachelors degree from Gonzaga University and a Masters degree in Business and Organizational Security Management from Webster University. She also recently completed a Masters in Strategic Studies from the Army War College in Carlisle, PA.

Ashley Fueston

Ashley Fueston has been with the Employment Security Department for over eight years as a WorkSource Specialist. She finds fulfillment in helping people find new career paths after significant life challenges. Ashley Fueston was also elected to her second term as Vice President at the 50th Biennial AFSCME Council 28/WFSE Convention.

Prior to becoming a public employee, Fueston helped community members access job resources at WorkSource, where she received several professional awards in recognition of her contributions. She also served in AmeriCorps.

Born and raised in Thurston County, Fueston lives there with her wife and four of their kids, as their oldest is currently attending EWU. She enjoys supporting her children in sports, band, and all the activities they participate in.

 

Marcus Harvey

Marcus Harvey is a distinguished professional with a remarkable career spanning twenty-five years in the United States Army, where he earned prestigious accommodations including the Army Bronze Star Medal and the Meritorious Service Medal. Currently, he serves as the Executive Director of Human Resources at Bates Technical College, a role that underscores his commitment to excellence in organizational leadership and human resource management.

In addition to his current role, Marcus has made significant contributions as the DEI Officer and Dean of Instruction at Bates Technical College, demonstrating a strong dedication to diversity, equity, and inclusion. His expertise extends to the Department of Enterprise Services, where he supported Washington State Government Leadership through leadership delivery and design.

Marcus holds a Master’s in Business Administration and a Bachelor of Science in Workforce Education and Development with a specialization in Education, reflecting his solid academic foundation and commitment to lifelong learning.

Productivity Board Member Bradley Hill

Bradley Hill brings a grounded sense of service, strategic insight, and entrepreneurial vision to his work in public facilities planning and community development. With over a decade of leadership experience spanning both government and private enterprise, he is committed to fostering efficiency, equity, and sustainable impact in every endeavor.

Bradley currently serves as a Facilities Planner 2 with the Washington State Department of Enterprise Services (DES), where he leads complex capital projects that support the modernization, safety, and long-term viability of state-owned facilities. His role involves collaborating across agencies, managing contractor relationships, and ensuring strategic alignment with public objectives and capital investment priorities.

In addition to his public sector leadership, Bradley owns and operates a multifaceted business focused on property management, real estate acquisition, and commercial facility services. His work centers on revitalizing communities, improving operational standards, and expanding access to quality spaces for residential and business use. Through this entrepreneurial lens, Bradley champions innovation, economic empowerment, and the creation of sustainable assets that serve both public and private needs.

He holds a Bachelor’s, Master’s, and Post-master’s in business administration, an Associate of Arts in Accounting, and a Certificate in Project Management. He is currently completing a doctoral dissertation that explores resistance to organizational change due to technological innovation, using qualitative narrative inquiry grounded in the Diffusion of Innovation Theory, Technology Acceptance Model, and Competency-Based Learning.

Bradley’s leadership is defined by integrity, strategic vision, and a deep belief in systems improvement. Whether managing infrastructure projects, mentoring others, or building business ventures, he remains focused on transparency, inclusion, and long-term impact.

Mandeep Kaundal

Mandeep Kaundal brings a deep sense of purpose and humility to his service on the Washington State Productivity Board, grounded in more than 12 years of public service leadership focused on performance, equity, and continuous improvement.

He currently serves as the Health Services Informatics Manager at the Washington State Department of Corrections, where he leads a team focused on analyzing and reporting correctional health data. His team provides critical insights that support both clinical and administrative decision-making, helping drive improved health outcomes and operational safety within Washington’s correctional system.

Previously, Mandeep served as the Director of Results Washington under Governor Inslee, where he had the privilege of guiding statewide performance and Lean initiatives. His work helped align strategic goals across agencies and elevated transparency through live performance reviews with the Governor. He also led the growth of Washington’s Lean Conference into the largest government improvement event of its kind in the nation—a reflection of his collaborative approach and commitment to learning.

Mandeep’s career has consistently centered on service—whether supporting individuals with disabilities at DSHS, partnering with cross-agency teams to solve complex challenges, or mentoring emerging leaders. He was honored to chair the Governor’s Committee on Disability Issues and Employment from 2017 to 2020 and continues to advocate for inclusive, data-informed, and people-centered solutions in government.

He holds a Master of Business Administration from Eastern Washington University and a Master of Science in Agricultural Economics from Punjab Agricultural University. He is currently pursuing a Doctorate in Business Administration.

A resident of Thurston County, Washington, Mandeep finds joy in collaboration, continuous growth, and contributing to meaningful change that uplifts communities and the public good. Outside of work, he treasures spending time with his family, whether through painting, cooking, reading, nature walks, or simply enjoying quiet moments together.

Pete Kmet

Pete Kmet (pronounced Kamet) is a retired environmental engineer, and former Mayor and City Councilmember for the City of Tumwater.

During his 30 years as an elected official, he represented Tumwater on numerous committees and task forces providing policy oversight on a wide range of issues including growth management, public works infrastructure, parks and recreation programs, and public safety. While holding these elected positions Pete also worked as a environmental engineer for the WA State Department of Ecology. In this role he oversaw the cleanup of numerous contaminated sites and developed related technical guidance, policies and rules.

Pete has a Bachelor of Science in civil engineering from Norwich University, and a Master of Science in environmental engineering from the University of Wisconsin in Madison. He is a registered professional engineer in Washington State.

Over the years, Pete has volunteered for a wide variety of City and nonprofit events and projects and is currently on the Board of Rebuilding Together Thurston County.

Mia Navarro

Mia Navarro (she/her/hers) has been working in public administration and nonprofits for over 20 years. She joined OFM on March 1, 2023, as the Deputy Chief Cultural Officer with State Human Resources, and her portfolio includes carrying out SHR’s strategic priorities, and championing the work of the Workforce Strategies and HR Analytics sections.

Prior to joining the State, Mia served as the Assistant Director of the City of Tacoma’s Office of Equity and Human Rights, Community Engagement Manager for the City of Tukwila, Associate Director of Community Services for the Tacoma Housing Authority, helped to implement the Systems Change Initiative to End Family Homelessness in Pierce County, and worked in several roles, including Executive Director, for the Washington State Coalition for the Homeless.

Mia holds a Bachelors Degree from the University of Southern California, a Master in Business Administration from Western Governors University, and is currently working on a PhD in Leadership Studies at Saint Martin’s University in Lacey, where her research focus is the intersection of leadership and DEIB work.

Greg Mennegar

Greg Mennegar is our Program Manager, and has over 25 years of management, sales, and marketing experience in the information management industry. He previously served the Secretary of State’s office managing the Imaging Program for the Washington State Archives. Throughout his career he has helped government, healthcare, and corporate entities operate more efficiently by helping them reduce waste.

Cheryl Sparkuhl

Cheryl Sparkuhl is our Program & Event Specialist. She has over 30 years of experience in healthcare as a Recreation Therapist, infant patient photographer, and newborn hearing screen coordinator. Cheryl and her husband Ted were small business owners, leading her to an events specialist role with the Lacey Chamber of Commerce. This is Cheryl’s first position with the State.

Monica Carvajal

Monica Carvajal is our Program and Policy Specialist. She brings over twenty years of experience as an entrepreneur and business owner. Together with her husband Tom, she owns High Steel Beer Co. in Shelton, WA. She is deeply committed to the growth and betterment of her community and our state. In addition to her professional work, Monica is also an artist and writer.

David Junius

David Junius is the Productivity Board’s marketing staffer, supporting agencies with collateral materials, communications, and networking opportunities. David was previously a program manager with the Washington State Library working with staffing, outreach, social and print media, and librarianship. His career has also included work with the American Red Cross, the University of California, and Northwest Harvest.
